THe DND apparently worked WITH them to commericialize the ensign.
Anon above is correct, its based on the RCAF logo which actually has a pretty proud history adorning the sweater of the RCAF Flyers hockey team, which won Canada the gold medal at the Olympics in 1948. I wouldnt be surprised if the Jets "third" jersey was a replica of the RCAF Flyers sweater.
