Why then would we even consider arresting a Canadian and prosecute him at the behest of U.S. authorities for a crime we routinely ignore here?

....isn't selling marijuana seeds over the internet to customers in the US an extraditable offence under US/Canada treaty?...and given that risk for him, maybe it's better for him (least of two evils) to be in a Canadian jail rather than being extradited to face US-style incarceration...?
